Meme Coin Weekly News Review — 9.28–10.4, 2026
10 verified stories from Sep 28 – Oct 4: the board's first down week in three (-1.1%) while Dogecoin quietly grew an application layer — DogeOS's testnet went live, Bitwise began winding down its DOGE ETF, and the Bitcoin ETF engine downshifted from $2.39B a week to $241M.
Same process as every week: pull every meme-relevant item we can find, deduplicate, score each one for on-chain and market impact, cross-check the numbers against a second source, then comment. This week we started from 22 raw items, dropped 12 as duplicates or single-source noise, and kept 10. The theme: after the quarter's best week, the tape went quiet — the board slipped 1.1% on the thinnest dispersion of the quarter — while the Dogecoin ecosystem did something it has never done before, and the ETF engine that powered the rally downshifted.
1. The week in one paragraph
2. The ten stories
1. Dogecoin got an application layer: the DogeOS testnet went live (DOGE)
DogeOS, the Dogecoin application layer built by the team behind the MyDoge wallet, opened its public testnet - named Chikyu - on Wednesday, September 30, as an EVM-compatible zero-knowledge rollup settling to Dogecoin, with DOGE as the native fee token (Decrypt, via CoinMarketCap; The Coinomist, September 30). Day-one builders include Superposition Finance (lending), Derps (a perpetual exchange), USDoge (a CDP stablecoin) and Snag (a prediction-market aggregator). The project raised $6.9 million from Polychain Capital in May 2025 and has announced no mainnet date.
Our take: the Dogecoin Foundation's director framed it exactly right - L1 ledger purity intact, utility one layer above. The market's response (DOGE -1.2% on the week) is also right: a testnet ships demos, and this one's bridge still rests on validators, a trusted execution environment and a permissioned sequencer because the OP_CHECKZKP Core upgrade is unimplemented. We walk the whole architecture in this week's deep dive.
2. The DOGE ETF experiment is being wound down before it grew up (DOGE)
Bitwise's BWOW Dogecoin ETF makes its last trading day on October 14, with cash distributions expected around October 22 - leaving Grayscale's GDOG and 21Shares' TDOG as the entire US DOGE-ETF complex (BlockchainReporter, October 4). The flows behind the decision: SoSoValue data cited in the same column show +$879,000 into DOGE ETFs on September 29, -$551,430 out on September 30, and no notable flows October 1-2; the largest fund holds $14.11 million, under 0.1% of DOGE's $16.48 billion market cap.
Our take: a wrapper holding fourteen million against a sixteen-and-a-half-billion asset was never a demand signal - it was a listing. The DOGE demand that matters prints on derivatives and spot venues, where the coin ran to a $0.1004 ninety-day high three weeks ago. Watch GDOG's flows after October 22 for whether BWOW's exit releases selling or merely closes a quiet book.
3. The ETF engine downshifted: a nine-session streak broke, then half-healed (flows)
US spot Bitcoin ETFs took in +$31.0M on September 28 and +$66.2M on September 29, then printed -$148.7M on September 30 - the outflow that ended a nine-session inflow run worth $3,075.5M (Farside data, via YFarmX). The heal came fast: +$102.7M on October 1 (IBIT +$195.57M, per SoSoValue via The Crypto Times) and +$189.9M on October 2, netting the week roughly +$241.1M against the prior week's $2.39 billion. The all-crypto ETF aggregate still slipped -$26.15M for the week (CoinGlass, via The Crypto Times, October 3).
Our take: a tenth of the throttle, not a stall - but the board's own tape (a -1.1% pause week on the quarter's narrowest dispersion) is exactly what a tenth of the throttle looks like. The quarter's pattern is now three-for-three at the extremes: biggest inflow week, best close; only big outflow week, worst close; smallest inflow week, flattest week. Monday's print opens the next test.
4. The 30-day leaderboard says the rotation is toward infrastructure (PUMP)
The meme top-10 table as of October 4: Pump.fun (PUMP) leads all meme assets over 30 days at +28.9% (price $0.00596658, cap $2.78 billion, now the category's number three), with BONK at +20.4% and PEPE +14.0% - against SPX6900 -24.5%, Official Trump -14.2% and MemeCore -5.8% (tracker leaderboard, via Toutiao, October 4). Old-guard majors lagged the category: DOGE +6.0% and SHIB +4.9% over the same 30 days.
Our take: PUMP is the picks-and-shovels trade - it monetizes meme issuance itself, so it compounds when activity rises regardless of which coin wins, while single-name memes carry the full idiosyncratic risk SPX just ate. We do not chase leaderboards (our eight-token board exists because they churn), but the composition signal is real: money is paying for cash-flow-producing infrastructure over nostalgia, and a fourth-quarter inflow regime would extend that.
5. PENGU gave back the squeeze - and landed exactly on its shelf (PENGU)
Pudgy Penguins fell from $0.0103 to $0.0092 on our Sunday closes - -10.7%, the board's worst week, one week after its +31.0% best (TokenToria's 7-day read of -10.6%, updated October 4, corroborates). Ali Charts' October 4 map frames the decision point: $0.0106 has been tested three times as resistance with a $0.0153 target above, immediate support sits at $0.0090-$0.0092, and the 200-day average at $0.00856 sits below (via CoinMarketCap, October 4). The week closed sitting exactly on that shelf.
Our take: last week's best performer reverting the week the flow paused is rotation beta, not reversal - the coin still trades +55.7% above its August 16 base and +6.9% above its August 30 monthly close. The level decides the story: hold $0.0090 and the melt-up thesis lives; lose the 200-day and August's tape - what PENGU does when the bid leaves - becomes the operating manual again.
6. Pudgy Penguins NFT sales rose in a falling NFT market (PENGU)
In the seven days ending October 3, overall NFT sales fell 23.48% to $40.88 million - while Pudgy Penguins collections rose 3.48% to $751,027 and ranked among the week's top ten by volume (CryptoSlam data, via CoinMarketCap, October 3). The divergence landed the same week the token unwound 10.7%.
Our take: the cleanest fundamental divergence on the board this week. NFT sales are the IP's cash register, and the register rang while the sector emptied - which is the bear case for reading the token's pullback as brand weakness. Tokens trade on flows; brands trade on franchises. This week those two markets disagreed, and the long-horizon case for the project is the one the register supports.
7. SHIB's burn collapsed 91% in a day - and its chain is emptier than the burn (SHIB)
Shiba Inu's daily burn rate fell 91.31% on Monday, September 28, from roughly 3.89 million SHIB to 338,050 - about $2 at current prices (Shibburn data, via Finbold). The 30-day burn total is down 36%; cumulative burns since 2021 stand at 410.84 trillion SHIB, 41.08% of the original supply. The same day's chain read: Shibarium's total value locked is $57,178 with $0.14 of network fees in 24 hours and $0.58 of DEX volume (DefiLlama, via Live Bitcoin News, September 28). SHIB closed the week at $0.000005912 on our board, -0.2%.
Our take: the burn theater and the chain data tell one story from two angles: nothing is happening on Shibarium. A $57K TVL cannot generate enough fee burn to matter against a 585 trillion circulating supply - the scarcity mechanism is arithmetically inert at current activity. SHIB's tape is now pure beta plus the exchange-reserve overhang; the burn narrative adds nothing until the chain does.
8. Bitcoin boxed all week, then bid into the Sunday close (macro)
Bitcoin spent the week inside a roughly $84,700-$86,500 box, opening near the $84,755 September 27 close and trading as low as $84,742.47 before a +2.03% Sunday session lifted it to $86,482.90 by the 23:55 UTC report on October 4 (CryptoOceans twice-daily report). The same print showed Cardano +5.97% and XRP +2.23% - the late-week bid reached majors first, one session after the meme board had already closed its week softer.
Our take: the Sunday timing is the tell. For five sessions the fast coins slept while the mood leaked; the bid that arrived Sunday hit the deep books before the thin ones. If it carries into Monday, the board's four flat names (PEPE, SHIB, DOGE, FLOKI) are the ones positioned to close the gap - meme beta lags the majors by hours, not weeks, when the flow is real.
9. SPX's September hangover carried into October (SPX)
SPX6900 closed the week at $0.44285, -2.8% on our Sunday closes - its second red week in three - and the 30-day leaderboard it tops from the bottom reads -24.5% (tracker table, via Toutiao, October 4). On our published closes the coin fell -15.5% across September (August 30 $0.5390 to September 27 $0.4554) after leading August with +70.6%.
Our take: the quarter's cleanest mean-reversion case study. The same coin, measured on the same closes, was August's hero and September's casualty - and the -24.5% trailing figure is what a leaderboard shows right after a top, not before one. Its +40.1% net gain from the August 16 base still leads four board members; the lesson is about the speed, not the level.
10. The week's real texture was the mood leak (macro)
Risk appetite leaked through the week even as Bitcoin rose into the close. The Crypto Fear & Greed index opened the window at 74 on September 28, held 73 and 71 through the September 30 PCE print, ticked back to 74 on October 1 - then slid to 72 on October 2 and 67 on October 3, finishing the week in Greed but on a falling slope (Alternative.me index history, via BitcoinMargin). Bitcoin's own session volume into Sunday ran $15.0 billion against a 10-day average of $30.5 billion - roughly half the recent pace (CryptoOceans, October 4, 23:55 UTC) - and the wider crypto-ETF complex slipped -$26.15M on the week (CoinGlass, via The Crypto Times, October 3) even as the Bitcoin funds alone stayed positive.
Our take: halved volume with a 1.1% board drawdown is the signature of waiting, not leaving - distribution needs volume, and there wasn't any. The quarter's four previous inflections all printed wide dispersion first; this week printed the narrowest. A market this quiet is one headline away from either resolution, and the flow tape - not the meme tape - will say which arrives first.

4. Fact-check notes
| Claim in circulation | Our check | Verdict |
|---|---|---|
| 'The meme sector is worth X billion' | October 4 leaderboard tables mix our fixed eight tokens with PUMP ($2.78 billion), MemeCore ($2.32 billion), TRUMP and BinanceLife — names we deliberately exclude. | Not comparable — different universe, we do not mix them |
| 'PENGU fell because NFTs are dying' | Pudgy Penguins NFT sales rose 3.48% to $751,027 in the week to October 3 while the sector fell 23.48% (CryptoSlam). | Contradicted — the collection's sales rose in a falling market |
| 'SHIB has burned 41% of its supply' | True only cumulatively since 2021 (410.84T tokens). The recent daily burn was 338,050 SHIB — roughly $2 at current prices. | Misleading framing — the cumulative number is not a flow |
| 'The ETF inflow streak continues' | The nine-session run ended September 30 at -$148.7M (Farside, via YFarmX); October 1–2 recovered +$292.6M combined. | False as stated — the streak broke, then partially healed |
5. The week ahead on the watchlist
- DogeOS's mainnet timeline. CEO Jordan Jefferson says it follows 'the next development milestones'; the pending OP_CHECKZKP Dogecoin Core upgrade (proposed July 2025, unimplemented) decides how trustless the bridge can become. A mainnet date is the catalyst a flat tape is waiting for.
- Bitwise BWOW's final print (October 14). Cash distributions around October 22 leave Grayscale's GDOG and 21Shares' TDOG as the whole US DOGE-ETF complex — two funds holding under 0.1% of DOGE's cap between them. Watch whether GDOG flows turn negative once BWOW holders exit.
- PENGU at $0.0106 against $0.0090. Ali Charts' map (October 4): three tests of the ceiling above, the 200-day average at $0.00856 below. The board's worst week came from the board's best August-reversal candidate — the level decides which story is true.
- DOGE between $0.0927 and $0.1004. The week's closes never left that shelf-and-wall channel (CoinOtag daily table). A volume close through the wall confirms the double-bottom target; the shelf has held on every retest since it formed on September 23 (a baseline level in our own close series).
- The next ETF week. September's +$2,647.7M month ended with a -$148.7M session on its final day, and October's first two sessions recovered +$292.6M (Farside, via YFarmX). Whether the first full October week prints positive or negative is the pause-or-fade tripwire the intelligence column pre-committed to.

FAQ
What was the single most important number of the week?
+$241.1 million — the US spot Bitcoin ETF net flow for the Sep 28 – Oct 2 trading week (Farside, via YFarmX). Last week's board melt-up ran on $2.39 billion. This week the same engine ran at a tenth of the throttle, broke its nine-session streak on September 30, and the board went nowhere: -1.1% on a 15.3-point dispersion. Flow down, board flat — the correlation held in both directions.
Why did Dogecoin build an application layer and still fall 1.2%?
Because testnets price nothing and mainnets price everything. DogeOS's Chikyū testnet opened September 30 with lending, perps, a stablecoin and a prediction aggregator building on it (Decrypt) — but no mainnet date, no native ZK verification on Dogecoin's base layer, and a bridge secured by validators and a trusted execution environment. The market paid for none of it yet, which is the market pricing exactly what shipped.
Is the DOGE ETF complex disappearing?
Shrinking to its irreducible core. Bitwise's BWOW trades for the last time October 14 with distributions around October 22 (BlockchainReporter, October 4), leaving Grayscale's GDOG and 21Shares' TDOG. Weekly flows into the whole complex were +$879K then -$551K (SoSoValue, via CryptoTicker) — against a $16.48B DOGE cap, the entire ETF experiment is currently a rounding error. The demand signal for DOGE runs through derivatives and spot venues, not the ETF wrapper.
Why is PENGU down 10.7% after last week's +31%?
Because last week was rotation, not reversal. The board's August loser outperformed everything on ETF-driven beta, then gave it back the first week the flow paused. The map that matters now is Ali Charts' (October 4): $0.0106 has been tested three times above, the 200-day average at $0.00856 sits below. Between those two lines, both the bull and bear story remain live.
Was this a healthy pause or the start of a fade?
The honest answer: one week cannot say, and the data says 'pause' more than 'fade'. Four of eight green, dispersion the narrowest of the quarter, Bitcoin bid into the Sunday close ($86,482.90, CryptoOceans), and the ETF outflow that broke the streak healed within two sessions (+$292.6M on October 1–2). A fade looks like negative breadth with widening dispersion and outflow streaks; none of that printed. The tripwire remains the same as last week: the first negative ETF week with the board below its Sunday close.
